The Cobb Crime Family is an organized crime syndicate composed of the top gangs in Gotham City, New Jersey. They were formed by Oz Cobb, the Penguin, after his rise to power which resulted in the collapse of the Gigante and Maroni families, and the deaths of numerous gang leaders, with their lieutenants swaying their allegiance to Penguin.

Background[]
During his war against the Gigante and Maroni families, Penguin and his crew began supplying the other gangs of Gotham with their drug, Bliss. After the Gigantes murdered three members of the Sullivans, Penguin called all the gang leaders and their lieutenants to a summit. There, they formed an alliance to combat the Gigantes and Maronis, and take over the city together.
Formation[]
After the Bombing of Crown Point left of most of Penguin's crew dead and their Bliss operation destroyed, the gang leaders abandoned their alliance with Penguin. Penguin and his protégé Victor Aguilar were able to coerce the lieutenants of the other gang leaders along with their gangs in Gotham to join their cause, such as Link Tsai, Naomi Seiler, George McHugh, Charles Crown, and Fedor Laskin.[1]
Penguin also formed an alliance with city councilman Sebastian Hady, gaining his political connections as well as using their partnership to arrest and incarcerate Sofia Gigante for her role in masterminding the Bombing of Crown Point. Luring Sofia into a trap with the help of Link and his men, Penguin and his allies succeeded in killing Triad Dai Lao Feng Zhao, and kidnapping Sofia.[1]
As Penguin took Sofia, the other gangsters murdered their bosses, taking over their respective criminal organizations and cementing their loyalty to Penguin. Penguin took Sofia to a ditch on the outskirts of the city, and left her to be apprehended by the police. She would then be sent back to Arkham State Hospital, putting an end to the Gigante Crime Family, and paving the way for the newly created Cobb Crime Family to take their place.[1] Oz then murdered Vic, and established himself as the new kingpin of Gotham City, with the other gangs now making up his own organization.
