The Riddlers collection of Newspapers
It is unknown when Riddler moved into his Apartment. All that is known is that he has been living there for quite some time, hence, him having stored all of his plans, documents, and journals in one place.
Moving into the Apartment was part of the plan to unmask Gotham City, as Riddler had a perfect lookout on the Iceberg Lounge, where he took photos of Don Mitchell, Jr. the mayor of Gotham doing shady acts and dealing in the criminal underworld of Gotham, and also assassinated Carmine Falcone when Batman brought Falcone into the light.
