Victor Aguilar was an ambitious teenager from a lower-income neighborhood of Gotham City, who lost his family in the Flooding of Gotham City, and is taken in by the Penguin to be his protégé and driver during his campaign to takeover Gotham's criminal underworld, and played a major role in forming the Cobb Crime Family. He was later killed by the Penguin due to his ambition and to prevent the two's emotional attachment from becoming a weakness in the future.

Following the loss of his family, Victor took to stealing car parts with his friends to survive. A week after the flooding Victor attempted to steal a plum car outside of the iceberg lounge, but was caught by the Penguin and forced to help him dispose of Alberto Falcone’s body. Victor was able to convince Oz to keep him around.[2]

Oz and Victor then went to go sit at the park and they talked about how they have finally achieved their goals to take down both the Falcones and the Maronis. Vic mentions to Oz that he's now like family to him, and Oz returns the sentiment - however, Oz grabs Victor’s throat to choke him, claiming that such an emotional attachment would prove to be a weakness. Despite Victor begging him to stop, Penguin ultimately continues to choke Victor until he dies.
Personality[]
Victor was a mild-mannered, meek individual who speaks with a noticeable stutter. After getting caught trying to steal the Penguin's car, Victor can barely get the words out when pleading for his life. When Oz is about to execute him at the junkyard, Victor holds his ground and asserts his potential usefulness in Oz's future endeavors. Despite his timid nature, Victor is not above committing criminal acts, and he proved this when he rescued Oz by mutilating and delivering Alberto Falcone's corpse to his sister, Sofia. This solidifies Vic as a trustworthy asset to Oz who is willing to help when called upon.[2]
Victor suffered of PTSD as a result of witnessing the Flooding of Gotham City, during a party in a night club while he's distributing the new drug, he has a panic attack when hearing the sound and lights effect of the party, having images of the city's flood and people drowning to death.[1]
Despite his mild-mannered attitude, Victor was actually quite ambitious, which is seen when, the same day of the Flooding, he had a conversation with his father, showing he's dissatisfied with their current life, saying they should pay him more for every new material he finds to repair cars. Oz has remarked several times that Victor resembles a lot to himself when he had his age, someone from a lower-income neighborhood who wants a better life with luxuries, status and power. While at first he had his doubts about dedicating himself to a life of crime, planning to leave Gotham with his girlfriend, Victor slowly becomes more involved and motivated in assisting Oz in his campaign to become the ruler of the city. Which is seen when he arrives at the bus station but ultimately changes his mind and decides to stay in Gotham.[1]
Following his decision to stay in the city, Victor was now more motivated and takes more action by himself. When he sees Oz is being held at gunpoint by the Maronis, he drives his car and arrives to save his life,[1] he later participates in the ambush to Taj Maroni restraining him so Oz could use him as a hostage and leverage against the Maronis. Nevertheless, he was still reluctant to have his hands covered by blood. He was more proactive, making the decision to take Frances, Oz's mother, to Crown Point and hide there from Sofia and Salvatore, a decision that Oz respects very much.[3]
When he finds himself cornered by Squid after he recognized him and realized he is working for Oz, Victor regains his insecurity and timid attitude, not knowing what to do, trying to ask Oz for some advice, but he decides to take matter into his own hands after seeing Oz is dealing with other things, such as his mother's deteriorating health, so while at first he tries to bribe Squid to keep him quite, and after Squid's insistence, Victor ultimately kills him shooting him in his throat, a decision he later regrets, but Oz gives him reassurance saying he did the right thing because he protected those he cares about.[4]

- Skilled Driver: Victor has shown to be a skilled driver. Coming from a low-income neighborhood, he used to steal cars and drive them along with his friends. When he sees Oz and Sofia gunpointed by the Maronis, Victor managed to arrive in time, saving their lives and immediately leaving the place while still affected by the crash with the airbag.[1]
- Skilled Tactician: Despite his mild-mannered and meak attitude, Victor was more cunning than he seemed to be. He was a resourceful person who was competent in improvising, coming up with quick solutions in the moment. When being handcuffed by a cop, Victor pretended to not know about the money the officer took from him, letting him keep the money in exchange of getting free. He also directly lied to Sofia Falcone about how he met Oz, pretending to have been his mechanic who fixed his car, in order to maintain the truth about how they met as a secret.[1] When Oz gave him the task of going into hiding with his mother, Victor chose to take her to Crown Point in order to keep Frances save from Sofia and Salvatore.[3]
- Skilled Marksman: Victor had some decent skills with guns, which is seen when he quickly shoots Squid in his throat despite being on his back and having to turn around to shoot him.[4]

Trivia[]
- Victor Aguilar’s character and backstory is a reference to Jason Todd, the second Robin. Both characters were orphans that were taken in after being caught stealing their mentors car parts.
- Aguilar is derived from the Spanish word Águila, which translates to Eagle, connecting Victor to the Falcone and Penguin's bird motifs.
- Victor's character may be a reference to the Penguin's one-time sidekick the Chick, as the name "Vic" is similar to "Chick."

- Matt Reeves said they scrapped an idea where Bruce Wayne appears before Victor but nothing was ever written ultimately as "nothing seemed to quite gel in a way that felt earned."[5]
