William Kenzie is a corrupt former detective of the Gotham City Police Department Narcotics Division, who moonlit as an enforcer of the Falcone Crime Family and bouncer at the 44 Below. He was also involved in the disappearance and murder of Selina Kyle's friend, Annika Kosolov.[1]

Moonlighting As a Detective[]
Working within the Gotham City Police Department, William Kenzie was one of many corrupt officers operating in Gotham City. He worked for mafia boss Carmine Falcone and his lieutenant the Penguin, taking bribes from them while acting as an honest cop. He partook along with many figures in the city in taking down Salvatore Maroni, in order to bring Falcone into power, and exploited Thomas Wayne's renewal plan to keep Falcone as the true mayor of the city.
Arrest of Sofia Falcone[]
When the police and Summer Gleason were looking into the suicides of women who were murdered by Carmine Falcone, he was informed by Oz that Sofia Falcone was talking to Summer. Under Carmine’s orders, Kenzie arrested Sofia for the murders of the women along with Summer’s.
Altercation in the Iceberg Lounge[]
After the death of Don Mitchell, Jr. the masked vigilante known as the Batman sought out to solve the mystery and found clues that led him to the Penguin. As he ambushed the Iceberg Lounge, fighting the Twins, Kenzie encountered him, pointing a pistol telling him to surrender, however, Batman threw a baseball bat towards Kenzie's face breaking his nose.
Kidnapping Annika Kosolov[]
After his altercation with the Batman, Kenzie was ordered by Carmine Falcone to find Annika Kosolov and kidnap her, as she was the late mayor Don Mitchell, Jr.'s mistress, who knew the truth about Falcone's role as the mafia informant in the Salvatore Maroni case. Kenzie ambushed into Selina Kyle's home, took her phone and kidnapped the mistress, bringing her before Falcone, where she was ultimately strangled by him.
Inside the GCPD[]
As Batman was taken into custody by the GCPD, following Gil Colson's death, Kenzie entered the scene questioning what was going on. As he saw the vigilante, they both recognized each other, with Batman asking Jim Gordon about William's true identity, with the former naming Kenzie as a narcotics officer, while Batman speculated he worked for the Penguin and moonlighted as a cop. Batman then punched Gordon to avoid any speculation from the GCPD, including Kenzie, that they were working together.
The Drop Deal[]
Kenzie and the Penguin processed a drop deal at the Gotham Docks, when they were unexpectedly ambushed by Batman, Selina Kyle, and Jim Gordon. Kenzie was ordered to give the money that was registered from the deal to the Penguin, however, when Batman revved up his Batmobile and pursued Penguin in a chase, Kenzie was left alone, as Selina Kyle took the money bag from his possession.
Confronted by Selina Kyle[]
Once Selina Kyle found out about Kenzie taking possession of her phone, and being the one who murdered Annika Kosolov, she kidnapped him and held him hostage atop the abandoned skyscraper where the Bat Signal lies. Batman and Jim Gordon witnessed the call, and confronted Selina and Kenzie, as she proved through a voice message that Falcone was the 'rat'. Batman questioned Kenzie about Falcone's role in the Maroni case, where Kenzie revealed how Carmine is the true mayor of Gotham City, and how everyone works for him in secret, all through the help of Thomas Wayne's renewal project being used as a coverup for things like money laundering. Afterwards, Selina, in anger, pushed Kenzie off the skyscraper ledge, until Batman and Gordon saved him from the fall. Kenzie was later incarcerated for his actions, after his role in the Maroni case and Kosolov's death was revealed to the entirety of Gotham City through Jim Gordon leaking Kosolov's audio message to the GC1.
Personality[]
As a cop who was moonlighting for Carmine Falcone, Kenzie could be a greedy and amoral individual who's only real concern was money and being willing to do any dirty jobs he had to in order to ensure that he got paid including kidnapping and being a bouncer for the Iceberg Lounge.
Despite being a corrupt cop and having been the one to abduct her in the first place, he did appear to have some morals as he was visibly unnerved by the Annika Kosolov's screams as she was being strangled to death by his employer perhaps having believed himself that the man had just wanted to talk to her and, after seeing that things were no longer in Falcone's favor, willingly told Batman and James Gordon the truth about the Renewal Fund and Falcone's involvement.

- In the comics, William "Bill" Kenzie was a corrupt cop in the Narcotics division of Gotham City Police Department who often worked with criminals behind-the-scenes to earn a percentage of their profits. He made two appearances in Gotham Central #32 and #38.
- The role of Kenzie as Falcone's associate was inspired by Whitey Bulger's associate, former FBI Special Agent John Connolly. Like the events surrounding Kenzie in the film, Connolly's role as Bulger's FBI handler had allowed Connolly to feed confidential information to Whitey Bulger and the Winter Hill Gang, including information pertaining any federal investigation into the criminal activities committed by Whitey Bulger and his gang. The information that Connolly had provided to Bulger and the Winter Hill Gang had often resulted in Bulger and the gang committing several murders. These included:
- Edward "Balloonhead" Halloran and Mickey Donahue - Both shot as they were pulling out of the parking lot of the Anthony's Pier 4 Restaurant in South Boston on the 11th May 1982. Prior to his murder, Halloran had provided the FBI with information about Whitey Bulger's involvement in several murders including bookmaker Louis Litif who was stabbed and then shot on the 12th April 1980. Litif was also the original owner of the Triple-O bar, the regular hang out spot that Winter Hill Gang owned. The other murder that Halloran had provided information on was that of former Telex chairman, Roger Wheeler who was shot by Winter Hill hitman, John Martorano as he was pulling out of the Southern Hills Country Club in Tulsa, Oklahoma on the 27th May 1981. Prior to his murder, Wheeler had become the new owner of the World Jai Alai in Miami and had uncovered an embezzling scheme involving Whitey Bulger.
- As Donahue was an innocent bystander who was giving Halloran a lift, his son, Thomas Donahue (who was eight at the time) has since gone on to be a spokesman for victims of the Winter Hill Gang.
- John Callahan - Shot and left in the boot of his car at Miami International Airport on the 31st July 1982. Callahan was Wheeler's predecessor as owner of the World Jai Alai who was also suspected of being involved in the embezzling scheme with Bulger.
